Chris Rowe

Co-founder and Partner

Primary Role: Builder

Chris Rowe is an accomplished construction professional with a career spanning over four decades, marked by diverse experience and leadership in commercial and public works projects. Starting in residential construction, Chris mastered every aspect of the industry—from labor and framing to equipment operation and project management—establishing a solid foundation for his success.

As the sole owner and president of Echo Pacific Construction from 1998 to 2017, Chris transformed a struggling company into a thriving enterprise with annual revenues averaging $48 million and a record year of $109 million. Specializing in public works projects, particularly school construction, Echo Pacific delivered impactful projects, such as a $56 million high school, earning recognition as San Diego General Contractor of the Year and placing Chris among the San Diego Daily Transcript’s Top Influential Business People three times.

Chris’s expertise spans a wide range of construction methods and delivery systems. His hands-on knowledge—from operating heavy equipment and rough framing to managing post-tension parking structures—was complemented by leadership roles in pre-construction, project buyout, and scheduling. At its peak, his company managed 135 employees under his strategic direction.

For the past four years, Chris and his family have focused on residential construction, building several multimillion-dollar custom homes through their family-owned business, Volunteer State Development, based in Nashville, TN. This work reflects the Rowe family’s dedication to creating exceptional, client-focused projects with an emphasis on quality, innovation, and attention to detail.

Recently, the Volunteer State team joined forces with John MacCauley to create MacCauley Rowe, aiming to become Nashville’s premier custom home builder.
